United Nations Council Backs Donald Trump's Gaza Strip Proposal

A Security Council has voted to endorse a plan presented by President Trump for achieving a lasting peace in the Gaza Strip, encompassing the introduction of an multinational security unit and a possible route to a independent Palestine.

Broad Approval with Notable Abstentions

The proposal was adopted by a tally of thirteen supporting, with Russia and China abstaining. America's representative the US ambassador told the UN assembly that it set “a fresh direction in the area for the conflicting parties and all the people of the area alike”.

Negotiated Language on Palestinian Statehood

Addition of allusions to an independent Palestine was the trade-off the US paid for endorsement from the Arab states, who are likely to supply security forces for the multinational unit.

“Interim measures that we embark on today must be carried out in following legal norms and respecting Palestinian self-determination,” Britain's representative stated.

Government Opposition Remains

Nonetheless, on the verge of the council decision, PM Netanyahu reaffirmed his government’s firm resistance to the creation of a Palestinian state, casting doubt on whether Tel Aviv will permit the implementation of the internationally endorsed measures.

Key Provisions of the Measure

  • Swift elimination of ongoing restrictions on assistance into Gaza
  • Establishment of an international stabilisation force
  • Progress on restoration and a potential “pathway to Palestinian independence and nationhood”

Vague Phrasing and Stipulations

The reference to independence was a balanced insertion to an original American proposal which did not mention it. Yet the language is ambiguous and contingent, stating only that once the Palestinian Authority has implemented reforms and the restoration of the strip is progressing, “the situation may eventually be in position for a feasible course to Palestinian sovereignty and sovereignty.”

Worldwide Feedback

The language fell far short of the strong guarantee to the creation of a sovereign Palestine beside Israel requested by Arab and Islamic states, as well as European council members, but in addresses to the chamber after the approval, delegates from those countries said they were ready to support the settlement in the benefit of prolonging the present ceasefire and prompt actions to feed and protect the over two million Palestinian people in the strip.

“Our delegation has ultimately decided to vote in favour of this resolution, a resolution that we support its primary aim, namely the preservation of the ceasefire and the creation of situations enabling the Palestinians to assert their immeasurable rights to sovereignty and nationhood,” the Algerian envoy stated.

Implementation Challenges

The resolution grants general supervisory power to a “board of peace” chaired by the US president, but of uncertain membership. This committee has to update the international body but it is not bound by the preferences of the United Nations or by the PA.

It also calls for the creation of a expert Palestinian panel that is expected to manage daily administration of the Gaza Strip and the distribution of aid, but it is highly uncertain who would be involved.

Stabilisation Team Authority

The authority of the global force empowers it to neutralize and disband armed groups in the territory, but it is quite ambiguous that possible sending countries would agree to attempt to confront such groups. Not a single nation has so far agreed to contributing forces.

Moreover the requirements for changes to the PA, the requirement towards moves to a sovereign Palestinian, have been unclear.

European diplomats said they considered it urgent that the identities of the Palestinian technocratic committee to deliver services was settled as quickly as possible.
