The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Immense energy is devoted on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every launch shakes the surroundings, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a rapid response unit – most likely imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and heating outages in many homes as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that regional partners are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, endure.

Tactical Assessments

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to abandon the land that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its benefit in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but preventing a total frontline collapse until conditions improve in its favour.

Present Conditions

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
